In early April, the National Energy Administration released the Guiding Opinions on Energy Work in 2023. The opinions give priority to ensuring energy supply and pricing stability, actively and steadily advancing green and low-carbon transformation, driving industrial modernization through innovation, and enhancing development momentum through high-level reform and opening-up.

According to the Opinions, China aims to realize a national energy production of approximately 4.75 billion tons of standard coal, an installed capacity of approximately 2.79 billion kilowatts for power generation, a power generation of approximately 9.36 trillion kilowatt-hours, and a transmission capacity of approx. 310 million kilowatts for the west-to-east electricity transmission project in 2023.

Furthermore, China plans to increase the installed capacity of wind power and photovoltaic power by approximately 160 million kilowatts and to make wind power and photovoltaic electricity generation account for about 15.3% of the total social electricity consumption.
